What is the difference between a QBCC Builder Licence and a Site Supervisor Licence?

A Builder Licence allows you to contract, manage, and deliver building projects. A Site Supervisor Licence only allows you to supervise work on site under a licensed builder.

Do I legally need a QBCC licence to supervise or build?

Yes. In Queensland, it’s illegal to build or supervise site work without the correct QBCC licence, regardless of your experience.

What’s the difference between Low-Rise, Medium-Rise, and Open licences?
  • Low-Rise – limited to smaller buildings (houses, townhouses, and Class 2–9 buildings up to 2000m², excluding Type A/B construction).

  • Medium-Rise – up to 3 storeys, excluding Type A construction.

  • Open – all building classes, no height or size restrictions.

Who needs a QBCC Builder Licence?

In Queensland, individuals (sole traders, partners, trustees), and companies must hold a QBCC licence to carry out (contract for) building work that is:

  • valued over $3,300
  • valued over $1,100 where it involves Hydraulic Services Design
  • of any value where it involves:
    • drainage
    • plumbing and drainage
    • gas fitting
    • termite management – chemical
    • fire protection
    • completed residential building inspection
    • building design – low rise, medium rise and open
    • site classification
    • mechanical services.

You must hold a QBCC licence of the relevant

  • class for the scope of works you intend to undertake or oversee
  • type that befits your role and responsibilities in the industry.

You may find you need more than one licence class to cover the scope of building work you intend to undertake.

Who needs a QBCC Site Supervisor Licence?

Generally, site supervisor, site manager, or site foreman who are supervise the building work require the site supervisor licence. However, if the project manager, or contract administrator, or site engineer temporarily covers the building work supervision solo while the licenced site supervisor is away or on leave, then they are also required to have the site supervisor licence.

Can I supervise a site with just experience and no licence?

No. Your experience alone isn’t enough. Without a licence, you and your business face penalties, fines, and compliance breaches.

If you already have the required qualification, it’s 1-2 weeks. QBCC assessment can be 4-6 weeks on top of that.

If you need to obtain the required qualification via RPL, It's 2-4 weeks. Then prepare the application for submission for another 4-6 weeks. QBCC assessment can be 4-6 weeks on top of that after application submission.

What happens if I apply myself instead of using QBCC Express?

Certainly, you can apply directly.  However, many busy construction professionals have found it's unrealistic to spend couple hours every night or weekend for months or longer for the heavy admin process. If the evidence is not well mapped, there are high chance that your application will be rejected or required for more information.

What building work is excluded from these licences?

None of the licences allow you to:

  • Perform building inspections for buyers

  • Personally carry out work requiring another occupational licence (plumbing, electrical, fire protection) unless you hold it

Are there financial requirements for a Builder Licence?

Yes. Builder Licence applicants must meet minimum financial requirements (MFR), including documentation of business structure and revenue limits.

Does QBCC Express issue the licences?

No. Only QBCC (the regulator) issues licences. We prepare, manage, and submit your application to maximise your chance of approval.
