Who is it for?
The Site Supervisor – Open Licence is for construction leaders who want the authority to supervise any type of building work across Queensland. It’s the top tier licence for Site Managers, Project Managers, Senior Foremen, and Contract Administrators who are leading complex, multi-storey, and large-scale commercial or residential builds. It’s also the logical step for supervisors wanting to move into senior leadership roles and open the door to Tier 1 and government contracts.

What does the licence allow?
- Building work on all classes of buildings – from residential dwellings to high-rise towers and large-scale commercial developments.
- Preparing plans and specifications for your personal use, or for building work you personally carry out.
- Until 2 May 2030, supervision of: Fire collars and fire-rated penetrations, Fire-rated joint sealing, Fire and smoke walls and ceilings
What is not covered by this licence?
The Open Site Supervisor Licence does not allow you to:
- Conduct a completed building inspection for an interested party.
- Personally carry out any building work that requires: A separate fire protection licence (other than the temporary authorities above), or An occupational licence, unless you hold that licence (e.g. plumbing, electrical)


Eligibility criterias
To apply, you must meet QBCC’s standard eligibility checks
- Be assessed as fit and proper to hold a licence.
- Have legal permission to work in Queensland (citizenship, visa, or Immicard).
- Provide photographic identification.
- Provide evidence of your business structure (sole trader, partnership, company, or trust, if relevant).
Technical classification
This licence provides unrestricted supervisory authority across all classes of building projects. It represents the highest level of site supervision in Queensland and is often essential for government contracts, Tier 1 projects, and large-scale developments. Applicants must demonstrate their technical skills by providing:
- A formal qualification issued by a Registered Training Organisation (RTO)
- Documentation showing you have completed an approved course for this licence class.
- Recognition of Prior Learning (RPL) issued by an RTO.
- A qualification statement from an approved authority for this class

What building work can I supervise with this licence?
All building classes and project types, with no height or size restrictions.
What building work is excluded under this licence?
You cannot carry out a building inspection for a buyer, nor can you personally perform work requiring a separate occupational or fire protection licence unless you hold it.
Do I need formal qualifications to apply?
Yes. You must hold a relevant qualification through a Registered Training Organisation or Recognition of Prior Learning (RPL).
How does this differ from the Mid-Rise licence?
The Mid-Rise licence caps you at three storeys and excludes Type A construction. The Open licence gives you unlimited scope across all building classes.
How long does the application process take?
If you already hold the required qualification, approval may take as little as 1–2 weeks. If you need RPL or further study, expect 3–6 weeks
